A Lector, properly, is an instituted minister of the Church, usually one in preparation for ordination. In the absence of an instituted lector, other "Truly Suited" laypersons may be commissioned to proclaim the readings from Sacred Scripture.

Per the General Instruction of the Roman Missal:
101. In the absence of an instituted lector, other laypersons may be commissioned to proclaim the readings from Sacred Scripture. They should be truly suited to perform this function and should receive careful preparation, so that the faithful by listening to the readings from the sacred texts may develop in their hearts a warm and living love for Sacred Scripture.
So within the Lector Ministry, we are lay people who are making a gift of our time and talent to bear witness to the Truth before God’s faithful people, in accordance with the General Instruction.
